While major headlines often focus on corporate and national AI strategies, the true story of adoption is told by the developers, students, and professionals who interact with technical AI content daily. This provides a unique perspective on global AI engagement.

Based on anonymised usage data from ApX Machine Learning, we have developed the AI Engagement Index. This index is not based on passive views, but on active engagement with educational content. The users on our site are here to learn, build, and utilize AI, making this data a strong reflection of what is happening on the ground.

The engagement we measure spans a wide spectrum of AI topics. It includes foundational materials like introductory AI and Machine Learning courses, practical guides on applications and Large Language Models (LLMs), and even highly advanced, cutting-edge AI content and tools. This breadth ensures the index captures a holistic view of the learning and development happening across the global AI community.

Understanding the Two Rankings

To offer a complete picture, we present the data in two distinct tables. The first, the Global AI Engagement Rankings, provides an overview of the total volume of activity. It shows which countries have the largest numbers of active learners, reflecting the sheer scale of the AI talent pool in each nation.

The second table, the Per Capita AI Engagement Rankings, offers a more refined analysis. By adjusting for the number of internet users in each country, it highlights the rate of AI adoption relative to the online population. This view often reveals different leaders, showcasing where AI knowledge is most concentrated.

Acknowledging Data Biases

The primary bias is linguistic. Our courses and tools were historically provided mainly in English, which naturally favors engagement from English-speaking countries or nations where English proficiency is high within the tech community. The index also reflects interest in hands-on, technical machine learning topics, not broader AI policy and ethics.

The index reveals some clear patterns in overall engagement. The United States shows the highest volume of activity by a significant margin. This reflects its large, tech-focused population and mature ecosystem of developers and data scientists actively seeking to upskill.

What is particularly noteworthy is the strong showing from countries like China and Russia. Although our platform's content is primarily in English, both nations rank among the top five globally for total engagement. This indicates a highly motivated and dedicated user base in these countries, willing to overcome potential language barriers to access specialized technical AI materials. This dedication underscores a serious commitment to developing AI expertise at the individual level.

Adjusting for Population: Per Capita Engagement

A country's total number of users provides one perspective, but it doesn't account for fundamental differences in population size and digital infrastructure. A small country with a highly engaged user base might be more saturated with AI interest than a large country with a similar number of users.

To create a more equitable and insightful comparison, we calculated the AI Engagement Index on a per capita basis. Specifically, this is measured against the number of internet users in a country, not its total population. This is a important distinction: our data measures online learning, so it's most accurate to compare engagement rates among people who actually have access to the internet. This method normalizes the data, revealing which nations have the highest concentration of AI learners relative to their digitally connected population, offering a clearer signal of the true adoption rate.

The 2025 Per Capita AI Engagement Rankings

The per capita ranking tells a significantly different story. Singapore and Hong Kong emerged as the undisputed leaders, with an engagement density that is more than double that of the next-ranked countries, Taiwan and Switzerland. This indicates an exceptionally high concentration of AI learners in these two global hubs.

This intense focus may indicate strategic national or commercial initiatives aimed at building a specialized, high-skill AI workforce. In Singapore's case, its top ranking is also likely supported by its status as a major international tech hub, attracting top talent from around the region, including a high number of Mainland Chinese students and professionals working in the AI field.
