Maintaining conversational context allows an agent to perform much more effectively. Let's look at a few reasons why it's so significant.
Without context, each time you interact with an agent, it's like starting a brand new conversation. The agent wouldn't remember what you asked it moments ago. With context, however, an agent can build upon previous turns.

To answer your second question properly, the agent needs the context of the first exchange. It needs to remember that "search engines" were mentioned as a type of tool. Short-term memory holding this context makes the conversation flow naturally.
We use pronouns and other references all the time in conversation. Words like "it," "that," "they," or phrases like "the first one" or "the previous suggestion" make sense only because we share a common understanding of what was said before.

This allows the LLM, which is the "brain" of the agent, to access relevant information from the recent past when generating its next response or deciding on an action.
Think of it as a "sliding window" over the conversation. As the dialogue progresses, new interactions might be added, and very old ones might eventually fall out of this short-term window, depending on how the memory is implemented.
